Classic Outlook for Windows (the one installed with Office or Microsoft 365), Claude Desktop and an Outlink key. The installer checks everything and sets up what is missing, without admin rights.
Outlink works with classic Outlook, the one installed with Office or Microsoft 365. The “new Outlook” (the recent, lighter version) does not support this connection yet.
Good news: if you have Office, classic Outlook is already on your computer. Just switch off the “New Outlook” toggle in the top right of the window to go back. Nothing is deleted, you lose no email, and both versions coexist.

Yes, as long as the computer running Outlink stays on, connected to the internet and with Outlook available. Outlink works from that machine: you keep a local connection to Outlook, without opening any extra cloud access.
The licence is transferable: uninstall on the old machine (the key is released automatically), then reinstall on the new one.
